It is gender locked. It is also body shape locked. Can't have a fat girl or a skinny guy.

In Pl they have Girly skin for the bear makes me feel like they can they just dont Feel like it. I mean u think they would learn from Pl they basicly remade it in human form with a few more bells and whistles waste of time and money.
