The killerfrost version is supposed to have an effect after the next update. I'm not sure however, if that update has happened already or not.

Gems( and the new jewel) have a 2% chance when upgrading to be a stronger version.
For the new jewel, that's the soulreaper version, with better stats, proc and glowing eyes.
For Hailstone, it's called killerfrost and it gives better stats as well as longer freeze duration. So far it didn't have a proc, but that's gonna change apparently.

cuz there's a low % chance the normal hailstone will upgrade to the enraged version. only the enraged hailstone version gives such effect
