Name already taken

I tried to create a character with a new ign i checked by adding friend and the name lets say "hhhh" says does not exist, i go into character creation and type in the same name and it says already taken.

I tried adding an ign as friend which says it doesn't exist so that means i can use that name right? Then when i tried to make a character with that name it shows name already taken
