Duke Edward and high damage on elixired players

Duke Edward deals significant damage specifically to elixired players. Others have noted this as well in a thread I started:

And noted recently here:

...Edward is still doing massive damage to elixered people...

It's to the point where I'll see several well equipped level 76 players get dropped before they can hit pots.

This is significantly lopsided. Can we get this fixed?
