For PVE time over ice (unless u doing boss farming), then it's good to have light as a fifth skill you can switch out. Curse is best used in PvP but not great onmPvE mobs due to limit on targets. Really your build depends on you. If you don't mind using pots like me then run 4 attack skills fire, ice light and time.

If you are just starting a mage and are new you probably want to do fire, ice, time and heal. Shield is silly as long as you learn to keep moving and stay out of red zones in PvE. I don't even recommend heal if you can afford pots.

If you do PvE, use time shift if you must choose between time and ice, and arcane shield of course Curse isnt good for PvE because the hp is much more than damage so it doesnt reflect much. Time shift is a must have skill for PvE for its root effect. Most of the mobs wont be able to harm you, while dealing so much damage to them itself.
Heal is good for normal maps and dungeons, but not for elites. Noone would expect to be healed by you at elite bosses, I guarantee, unless they dont know how to play

With frost, time, and shield... u can farm easily .... first gather mob using shield, cast frost to frozen the mob, and drop time
