do chests give items scaling to the character lvl?

I got a chest at lvl 6, lets say I open it later at lvl 10, will the items be lvl 10?

Yup best to open them around lvl 15 or 16 for the best results imo ;-)

I got a level 15 pink once when I was 16 out of a regular chest.

It's approximate to within one level, I believe. Except if you're lvl 15 or 16, in which case you can only get items below your lvl.
