You can find Kermut in Rook's Hideout

And remember the only way you can get him is if you get lucky on the daily quest. Under quest rewards it should say surprise item. It is not always necessarily ribbit

Kermut is on there every single run bro, he's the one that gives you the first quest

In Rooks Hideout, at the first intersection, take the top-left route and go all the way to its end. You'll find Kermut there. After completing all his quests, the Tavern Keeper in Windmoore Tavern will give you the daily quest in which you have a chance to get Dauphin's egg from.

Kermut is always there. Just that the Surprise Item quest does not always result in an egg.
