Where its dropped: it could be dropped from some hard elite boss in the new lvl26 cap raise, with like a 1% chance of drop.

Buffs: it could give u like 5% xp, 25 str, 10 dex, and 2% reduced incoming hits

Plat Cost: like 125 because its giving xp boost
