Yes - they are a joke, I opened two ELITE GOLDEN chest yesterday and got a stick, a rock, a piece of coal, some dirt, a leaf and a broken pencil.
All garbage!

I believe sts will balance the game. They will make the elite chest now only to open max lvl 16 item.

They're gonna have to.. otherwise, everyone would just farm low level elite bosses for chests that might yield them legendary equipment at a much higher level.
