We know people want to race. There are rewards for making 21, but we don't have anything set up for a special race period. At this point, I don't think we're going to cram anything in so, not this time.

The reward is being the first to farm for level 21 gear. If you get some of the first level 21 legendary items, you can make a nice amount of money as prices are always really high at the beginning.

The Achievement and vanity will be granted automagically when you get to 21.

You can't infer it's an 8 hr cooldown from that, for all we know the timer could have started 16 hrs before the screenshot was taken
