We know people want to race. There are rewards for making 21, but we don't have anything set up for a special race period. At this point, I don't think we're going to cram anything in so, not this time.

I bet there are more people who don't want this game to become pl2 please reconsider this idea, it will ruin this game.

cap is always applied (max lvl limit), just not always a cap vanity will be granted.
But to answer your question, yes there will be a cap vanity for lvl16. This will be awarded during the patch. Look at the insider section for previews.

If you're pushing to make the elite level of 16 to obtain the vanity flag banner, you'll want to get there before the patch happens.

To clear up the confusion whether those who have reached level 16 would get a vanity item as a form of reward, here's a quote from Samhayne's thread http://www.spacetimestudios.com/show...Arcane-Legends:

There will be a vanity (non-statted) flag banner granted to everyone who, at the time the level cap is raised, has made the current Elite Level 16

So worry not people, there would be vanities for all players who reached 16! Congratulations.
