probebly one of the STS dev is showing he/she was the first one to reach 21. im sure it was STS dev coz how else would he be lvl 21 with jus 4 kills atleast (now i know who was the first to be 21 not really since i dont

I got level 21 drops on my Level 16 in the Level 20-21 map so it doesn't matter what level you are it appears it still drops level 20-21 gear.

I even saw a Level 13 doing the tower earlier lol
