It's about the same flag as the level 16 one, but in a different color.

The 21 cap banner is the one of the right. Not much different from the 16 banner, other than the color.

Good point of the flag, is that you can wear it at the same time with armor and helm vanity!

true but i'd rather wear a vanity armor than a flag i mean they made on for lvl 16 y have another hope it changes in future to armor or helm

Flags are awesome. You can show off your proness and still wear whatever vanities you want for looks.

Thanks for sharing this. A bit disappointing that we will be able to signal only one elite level at a time. It would be handy if banners would add "notches" everytime you hit an elite level. So, for example, if you hit 16 and 21 you'd get a banner like the blue and gold one above BUT it would have two notches rather than one.

They use the 7 day 50% xp lixir i assume xP

7 day elixir is your best bet if you have plat, grind at watchers tomb 4. i was getting about 500-700 xp a run (weird how it's never the same), you'll level fast doing this.
