A lot of times I'm farming and someone is leeching and there's no host. Should sts add a system where if there's no host that players in the party can vote for someone to be booted and if the majority wins the person is booted?

I often ask myself, why am I so attractive?

Its becoming a real problem.
Inactive for 90 seconds should be auto boot. So what if they have to move once a minute, t least they have to pay attention to the game and not just leave it

What are they leaching? If they don't follow you they don't get the experience, drops, or credit for completing quests.
No this should never happen. If you don't like people leaching in your games host them yourself. You can boot who you wish then. That is the point of making own games.

Voting to boot is a pretty good idea. Like any player can just click a button that starts a vote within the party to boot a certain player, and you can go with or against the vote and the majority will have their way.
Easier IMO to just make sure there's always a host. If host leaves, host passes to next player who's been there the longest. If "no host" game is created, host is whoever shows up first. Then you always have someone in charge and there's no cumbersome voting system.
