Unsure about some terms! Help

Hi all,

I've encounterd some terms which I'm unsure of. What does twink mean?
Also what does 'PROC' mean? I see it appear on my screen at times

I looked it up from Urban dictionary:

"Short for "Spec Proc" which is short for Special Procedure...

Used in RPG's to describe a special ability that an item/weapon/armor has."

Twink is someone who stays at 1 lvl and gets the best gear possible for that lvl. He then pvps their and doesnt lvl up.
