You could always do the watcher tombs... once you meet the requirements..

Just play the game, it only took me a few days to reach cap by playing. Played through to the end, then run WT4 or kraag for a little bit and you'll be 20 within 2 days easy. Then another day or so to get to 21. This weekend is double xp, so even easier, you can be 20 by then with just normal playing. Add on an xp elix (2 plat, you can get that from doing one or two freebies, or get lucky and get one from the free chests) and you'll have it really quick.
