Whenever I use freeze, it almost never freezes the enemies! Once in a while it actually works, but most of the time it doesn't! I can't freeze the enemies in PvE so it's becoming a problem now! Is this a bug? Please fix if it is!

my guess,its not a bug but to make frost bolt not OP in PVP they lower the chance to freeze the enemy but now you can freeze enemy in PVP too.if the enemy not freeze,it get slow
