Need help for account

I have got a friend into play PL. He got in and now he's trying to buy plats. But he's getting this message saying ' this is not a test user account ' pls create account under sandbox environment. Myself had not encounter this and I have helped him verified his email and still getting this strange message. Does anyone knows what is going on?
