Decreasing Levels for PVP game joining

Ok so here is my Idea,
STS decreases the joining level to 3, instead of 5.

Therefore if you have a level 56, you can only join 53/59 games or 56 games.
61's wouldn't pick on 56's and so on. Also voodoos picking on 30's, 30's on 26's etc

Another bonus to this is it would bring the odd levels back into the game such as 28/33/43/48/53/58/63/68 etc

And lastly it would even out Pvp a bit, and we would have more "fair" ffa's.

Thoughts?
