There's a bug which was also a bug after the Dead City expansion:
Pets are still set up to level from 20 to 21 at the old cap amount of xp. This happened last time from 15 to 16 and was fixed with a later update. So for now my pets are pretty much stuck at 20 unless I want to take days to level each one.
