The stats are the same as the level 26 sealord sets, but you get the newer pirate look.

They are the best sets in the game. I think you are mistaken if you think there is a level 25 set which is better. But you have to compare apples to apples. For example, don't compare the warriors bloodhammer "of security" gear to sealord "of will" gear.
