I believe you are referring to the solstice fire star bracelet gem which is a discontinued item it grants a speed boost and an aura around the character similar to an elixirs aura

Used to provide a speed boost during the summer solstice event, doesnt anymore.

I can confirm that mine does indeed give speed boost again.
