Question about 70-71 pvp?

I'm debating between the following sets for my bird to use:
L71 Beastly Scythe Set
L71 Flying Recurve Set
L71 Flying Talon Set
L70 Phantom Crossbow Set
L70 Crusher Set

Why flying talon set though? I've seen a lot of people use it, but I don't know why. It's not particulary useful...

In pvp, phantom bow has a hidden proc that roots, therefore making it very useful for kiting. What about flying armor and helm with phantom bow?
