In case you're too lazy to click the link, basic summary is: Both crafted vanities + green/gold dragon pet = green dragon ring (5% hit, 1 h/s, 10 health, 10 mana, 10 damage, 5 armour)
crafting just the helm simply gives you an untradeable vanity that looks exactly the same.

No, otherwise people would buy set, get achievement/ring and then sell.

I would say wait to get the dragon and other piece before crafting. Once you craft, you cannot sell it to another person even if you get a better dragon set. Crafting is only good for getting the ring which you can't currently get anyway with only one piece.
