Jarl still needs fixing

The jarl achievement is for some reason no longer available. No matter how many times I make a new character and try numerous possibilities. It just won't work. Please fix

You have to complete the Traitor quest to get the achievement. I just did that and received the achievement. Did you try that? If you have and still don't have the title, you should contact customer support so they can take a look at your character.
