Vanities are stashable. Idk about Cap vanities. Maybe someone had a bunch of uncrafted CoPs and stashed, and crafted on another toon.

It is called the dingy helm or something they were able 2 be stash it during the sewer cap they have left it in there stash untill now the they crafted it

No, uncrafted CoP can be transferred and then crafted into a vanity CoP that will grant you the bonus ring.
