I don't understand. The quests just stop at like lvl 20 or something, I don't remember. Why.....? lol They should also make things like blachsmithing, weaving, all that fun stuff that WoW has haha.

Quests are a fairly recent addition to the game higher level ones are still being added. They added the low level ones first, and the most recent quests take you up to level 30. Higher level quests (and towns) are being added over time.

Pretty sure it's 25-30 just like LE (meaning diminished XP to 33), but it could be higher. I just don't believe it is...
