Please help! Not gaining any xp...still

After reading other posts, I purchased two of the three dungeons. I am at level 13 and still not gaining any xp. Should I not be able to move forward after I purchase my current and the subsequent pack? I'll purchase the third if I know it will work and allow me to move forward but I don't want to waste anymore money without knowing.

Besides, does it make sense that you have to purchase each one individually when you need them all to move forward?
