Skill failure

I've had a number of skills fail to work or function properly:

*Mage's Lifegiver fails to give mana to party
*Rogue's Shadow Piercer does not work when charged, but the countdown starts
*Rogue's Shadow Veil did not work when charged, but the countdown starts

same here. im playing on 2.3.4 android device (sony ericsson) affect razor, veil piercer mostly. i press but no skill only cooldown starts
