This is a problem for most pvpers.

Have you ever seen a lvl 50+ in a 20-40 lvl game? I know whats causing this and ill tell u so sts can patch it this will be revealed in my netx post

It's not some crazy unknown secret, most people know and the reason has been posted on forums a few times in the past. STS just simply doesn't give PL (nor DL and SL) the necessary attention to fix it, so I don't see it changing any time soon. Their way of trying to compromise is (supposedly) banning those who choose to abuse it, rather than actually fixing the problem.

Ok because that has happened to me many times and I reported them but sts didnt ban them thanks for telling me.

It's not even that much of a problem, it takes time to get into a lower game and everyone ends up leaving anyway, not many people can be bothered expect people with nothing better to do
