Mythic lootable at any level?

Hey,
I was wondering if mythics are also lootable from lockers when the Toon's level is 20 or so.
I know that arcane eggs can be looted, but what about mythic items?
Furthermore, the chances of looting myths and arcanes were lowered for toons that didn't cap lvl 36, wasn't it?

You can loot arcane & mythic items at any level.
Chances are equally abysmally low at all levels.
