I might be no AL expert but I suggest to level up and finish the first maps until you unlock the second town: Travelers Outpost.
You can either unlock all other maps to just start with the Watchers Tomb until lv. 25 or so

With that go on to Nordr Jurn Woods and finish leveling there.
