Tornado abilities stun?

Hey guys im a pvp noob a little help would be nice thx! My question is can the tornado ability actuly stun in pvp? Is it up to chance or is there no posibility it can stun? If it is up to chance that it stuns please tell how likely the chance is if possible thx
