Duel Spec at 23?

I currently put togather a dual spec int/str bear... It works great so far from what i can tell since i have been pvp with it

So here is the stats

str: 68
dex: 2
int: 67
hit %79
crit:6
Dodge 5
Health 634
Regen 7
Mana 434
Regen 5

Skills:
Rage
Iron Blood
Stomp
All slashes

23 is a weird level. Wouldnt you rather make it 24 since most twinks are 19? That way you get to use the full 5 level difference. Unless you wanna fight level 18s too.
