Charge attack of arcane staff do less damage than normal attack, bug or intended?

I feel bad for the mages actually. Arcane is supposed to be OP. Just look at the maul! Still selling!

Arcane staff is selling too, just that it is not triggered by demand. It is people not wanting them anymore.
