Why Are Lvl 1 Legendary Items Valuble?

I have a good question. How do you get lvl1 gear? If you try opening a locked at lvl1 you get lvl2 gear. If you buy one of the plat item sets in the plat store as a lvl1 you also get lvl2 gear. There must be a trick to be able to get the lvl1 gear, but it is not straightforward... I doubt anyone will answer this question as those in the know would be afraid of losing their possible source of income, but I am curious

only forerunner set is lvl1.
u know the lvl1 rogue named 'rogue' that has 10k kills? he wears lvl1 forerunner set.

The platinum bundle packs come with level one armor and weapons. Got level one jungle guard set this way. Only ones I know how to get at level 1.

Heh, i bought a lvl 2 epic bow for 50k and sold for 250k, and now it is in market for 333k (the same type of bow)

I like having some toons that can't be spammed w/ trades/gifts. I get them to Outpost and also get them in my guild.

Sometimes I give them interesting clothes. Hmm...this must be how I play with dolls...

It gains value if no longer obtainable, and also for cosmetic purposes. Similar happens in other mmorpgs.
