To get these lower level pinks, like the level 12 you want, you need to hunt in lower levels using no higher than a level 12 character. And those in the party with you must not be any higher than level 12 either. Level of Drops are scaled to the highest level player in the party, pretty much similar to the winter festival concept. Except that in the case of Dark forest, pink level ranges from 10 - 14 only, whereas winter festival was 10 - 50.
