Couple of twink mage lvl 10 questions

I have made a lvl 10 twink mage and was wondering what builds i should use.
I currently run ice light curse and shield. I have heard time with dot dmg is good against rogues for slow down effect (so they dont get to packs) and that it does a good amount of dmg against mages.

Also i have seen some players run with a weapon that on charged attack makes a "curse" for a couple seconds. If you know what the staff name is please tell me.

Have you ever tried it? My Captain's Staff doesn't have a description of what it does...

thx i must buy one now.
Also is it discontinued. I dont see it often in pvp which is weird since they few mages that use it can beat me with like 80% life left and when they use gun i can sometimes win.
