Best twink bracket?

Im planning on my making a rogue twink and im wondering which level bracket is the best and most fun. Build, items and skill will also help. Thanks

10-11 is pretty good. I'm in Red Legion, many clash with VN and other guilds. Very fun!!!

Which brackets has the cheapest best gear? Im thinking of making either 10-11 or 15-16 not really sure

15 - 16 everything can be bought for like 750k except the amulet which cost at least 2m

7 is for me the best, 10/11 is good and 15/16 also.

Really talking about spamming too.. 20-23 is all about spamming skills tf.. Everyone basically has the same builds no creativity at that bracket

23-24 you can farm <villain> & <warmonger> (ironically) for warmonger title in about a month.
