There's really no need for Fireball if you have Gale spec'd. Gale stuns, same as Fireball, no point in having two stun skills. If you're wondering how to stun the opponents in a clash or in tdm, shield first then charge Gale into crowd. From there, you have enough time to retreat, or pick off a surprised dps unit. In tdm, it'll take a little more skill to be used effectively since you don't know exactly where your opponent is. Remember you can always watch Trulle's red pointer and use judgement to base it off from there. And since tdm is a large, open map, Gale is super effective.
Another thing I love about gale is that you don't need to charge it for it to stun, unlike Fireball. You can just innocently run up to a rogue, tap Gale charge light tap ice (tap light again if needed, you will have time) GF GG GAME OVER.
If you really think about it, there's really no point in using Fireball when spec'd with Gale.
There may also be a use in elites too. I the begining of this season I messed around with my old time favorite fire, frost, gale and time build for elites. I figured that I could do away with shield in exchange for an almost continuous 50% armor buff and get a fourth offensive skill. You have to remove the dash so when you charge gale for the armor boost you don't dash into or through mobs. You also have to be strategic about where to blow your enemies so you don't scatter them (eg you have to blow them against walls). Most of the mobs in tindrin can't be blown anyways (except for the warrior guys in the first two levels) so not too much of a problem if you are not used to using gale to blow mobs together. Just throwing it out there. I know gale is not popular for elites, but it used to be a part of a very effective build for me in elites in seasons of past...

From what I remember you can't blow the salamander dragons, the komodo dragons, the spirit shaman or the big green guys. I am not quite too sure about the singe looking dragons and the spiders. I think you can blow them as they are pretty much susceptible to all movement impairing skills.
Yeah, before the addition of dash, gale used to be great for elites. You could use it to blow pesky ranged mobs such as archers into a kill zone since they are generally hard to pull tightly into a kill zone. If your warrior was on board and pulled mobs into corners then you could also tightly concentrate mobs in corners or against walls. As an added bonus you got a speed boost and a dodge bonus (before they changed it to an armor bonus) when you charged it. I loved gale for the longest time. I has become less useful in elites now with the dash and with a large number of mobs that can't be blown.
Gale also have fast cool down...

Just what I say: where do you need gale in pvp against rogues: stun rogue with fireball then put shieldbthen just combo lightning+fire and heal
if you use gale against rogue, rogur come and attack you and stay little back the range is just too small
of gale
In mobs it's usefull like tombs gale is usefull
