Anyone ever used a Dragonskin Slicer?

Now before anyone says that this is a weak weapon and I have no doubt about that, just hear me out. My buddy Zaizor just told me about this weapon and I decided to check it out. The proc seems pretty cool though, so I was wondering if anyone has tried it out? I'd like to know how often the proc occurs? Also, how much DMG would "heavy bleed" take away each tick?

I just got mine last night from an awesome dude who made a sweet deal with me for it. It's not terrible they heavy bleed has about five ticks ofdamage and it increasingly gets larger and larger damage wise. It's not as bad as people say and if things get really hairy I always have my perfect goblin glaive with paras to fall back on! xD
