I play L20 - 22 - 23 - 25 bear PVP.
At every level be full dexterity for the high hit%, which is very important.

At level 20 use sniper hat, artisan, forgotten bow.
- 6 rage; 3 stomp; 6 hell scream; 1 cripping slash; 1 iron blood; 2 super mega slash.

At level 22 use dex halloween hat, artisan, forgotten bow.
- 6 rage; 2 stomp; 6 hell scream; 1 cripping slash; 3 crushing blow; 3 beckon.

At level 23 use dex halloween hat, artisan, forgotten bow.
- 6 rage; 2 stomp; 5 hell scream; 1 cripping slash; 5 crushing blow; 3 beckon.

At level 25 use sniper penguin hat, artisan, forgotten bow.
- 6 rage; 2 stomp; 6 hell scream; 1 ceipping slash; 3 crushing blow; 5 beckon.

Here's a list of good builds:
20: 6 rage 6 hell 5 stomp 1 super 1 cripple
22: 6 rage 6 hell 5 stomp 1 super 1 cripple 2 beckon
23: 6 rage 6 hell 5 stomp 1 super 1 cripple 3 beckon
25: 6 rage 6 hell 5 stomp 1 super 3 cripple 3 beckon
27: 6 rage 6 hell 5 stomp 1 super 6 cripple 3 beckon

For a low lvl bear, always use 5 stomp and 6 hell lol...
