I've only been playing a couple of months, and that screen shot was taken today. So I'm guessing not. Is it caused by a player, or a game glitch?

It's a glitch caused by a player, and those veils stay until that player leaves the zone. I'm not going to go into detail on how that's done, just to prevent this from flaring up even more.
