Fix the Debuff System

With changes coming to Nekro, and the release of Maridos, I think that it's about time we get this cleared up.

The current way buffs and Debuffs work is that a players buff is negated by a debuff, instead of being averaged. So if you had 10% armor buff from little bear, and get hit with an aimed shot with the armor decrease, you will be at -15% armor instead of -5%.

If this doesn't get fixed, a lot of us are left with useless AA abilities that are always getting negated.
