While I agree with your idea, i suggest everyone has to fight with lvl starter gear (because some AL players will be better geared than others, and will give the better geared PvP'ers a better chance at getting a spot in the Alpha Testing)
At end of day what matter is "SKILL"...not gear to my opinion.
