Jarl drops respecs?

Can any1 confirm if Jarl drops respecs? I ran him for like 10 min then one run in kraken and dropped one... Don't want to waste my time

What bosses have you guys dropped respecs from? I've only dropped one from bloodhammer (one on ship)
