level 7-10 are very popular and have lots of items. I personally twink at 9 and I very much enjoy it. The gap between 9 and 10+ has shrunk quite dramatically ever since we got the elondrian rings/amulets and ice scale sets to compete against the tarlok sets. It doesn't matter how low level you twink at, there will be players running around with 10/10 paras and nekro's and it's about joining a guild and know your allies. 15 is also very popular.
25/27 and 32/34 used to have full rooms, but lately many are turned away by it still being a little high and have gone 15 and under. Give it a try, 1m in gears will get you going, but to be competitive, you'll need more paras and red pets. At 10 and under, you can't exactly get one shot or combo killed as long as you don't get ganged unlike endgame where it's pretty much SNIPER shots.
