Best gems/jewels to upgrade

I was woundering what are the best gem/jewels to upgrade you gear with? For 1v1 and clashes for lvl 17 rouge

(Lvl 10) or The one i forget name lol (lvl 15 jewel) check auction

At endgame you'd want 2 eyes for every para but I believe its the other way round at twink levels...
