Arcane Daggers Proc Rate in PvP

Hello, so i noticed that there is sightly better proc rate in pve than in pvp, is it like bugg or its just me, i've been testing this proc in pvp, spamming all the way on 1 person.. Nothing
So then i went to pve and tried some normal attacks and it were sightly easily to proc there..
Any thoughts?

i believe the proc won't work when a stun immunity is present.. so if in pvp your opponent/s have stun immunity for whatever reason, the proc won't work.

This. The daggers are somewhat disappointing in this regard.
