Ofc not, But the scummy method he probably meant is when they PM members of other guilds telling them that Letal is better guild overall than their current one 'One case happened when they PMed a PvP guild members telling their members how Letal is better in PvP which is not true (I do not want to mention the Guild name for further drama) yet that guild did a BG with Letal and won with huge differences.
The scummy method is lying just to get members.
